Visa app by mail

Hello

My mom was denied visitor visa twice during interview at Mumbai consulate. Reason: not eligible to get visa...

i beleive that she can apply by mail.

Does anyone know what documents are needed to be sent in the visa app by mail ?

Also, should i mention (in the cover letter) that we need her help as we are expecting a new baby and need her help very much.
