Visa Annotation: change in travel mate

Hello!

My wife got a multiple-entry B1/B2 visa recently with the following annotation: "GOING WITH MOTHER TO CHICAGO, IL FOR TWO WEEKS". However, the situation has changed and her mother will not travel with her, but I will do. (I have been to the US about 20 times and have a 10-year visa.) I'm think that re-applying would result in rejection of her application. (Years ago her visa application was rejected on the claims that her ties to her home country are not strong enough.) What do you recommend? Will the immigration officer allow her to enter the US? without her mother but in my company? All other conditions are the same, we would go for two weeks to Chicago. The local consular office is amazingly unfair, so if possible I would like to contact a US-office on this issue. Any recommendation on where I should turn?
