Visa already current, how long is the processing.

My grandmother petitioned her three sons including their family on April 22, 1990 in the Philippines. She is a U.S. citizen because she married an American there and had established a house and a residency of almost 20 years now. The current now on May bulletin is September 1990, how long will it normally take before the documents arrived? I don't know the case number and so and so but I'm just eager to know these things. I also want to know if we can already go to the U.S. and finish the processing there, would it be legal and faster cause our other friends did that and said that. We want to go to the U.S. earlier to finish our studies there and also I am 19 years old and does not want to get 21 before we can go there as it may cause problems. Another thing/issue; my cousin turned 21 in February 2001 7 months before the required September 11, 2001, can he be reconsidered for our petition. This is all, thank you in advance for the information. We already waited almost 15 years before our visa became current and now we are already desperate to go to the U.S. but we want to go for the legal processing and just want to fast track the processing legally.
