I are hearing a lot of (sometimes conflicting) reports from different people on this forum. As far as I know, if you are from one of the oversubscribed countries, the INS is (NOW) not sending out FP notices, unless the PD of the applicant is current. Now, here is the twist. From different reports on this forum, I get the feeling that they are not sending out FP notices to applicants from those countries, even if the PD is current, since they have a lot of pending applications and they do not know how many applications they will be able to approve, with the quota that is available to them now. So, to be frank, I do not have a clear picture in my mind.....
Regarding starting LC/I-140 under EB-2, I personally think that will be advisable, but it will depend on your individual situation....

Can\'t guess. Theoretically, it should move forward, once the 2001 quota is available, but I can still remember Oct, 1997 very clearly, when they pushed the PD for EB-3 India back by (almost) one year......
