Viginia vs Michigan

I am allowed to choose between Virginia and Michigan to file RIR. It seems that Michigan/Chicago process RIR more quickly but HR warns me that there may be more qualified people in Michigan. What do y'all think. Any info is good info. Thanks.

p.s. I am a control systems engineer in Automotive industry ...

Michigan should be your choice just bcoz if you go thru virginia then it will be a never ending story for you just to get thru LC process. Michigan is currently processing state in 14 months vs 18+ months for virginia! And virginia is moving slower than many other states!
