VFS complimentary fees of 200 rs at mumbai consulate

Hi,

My parents are appearing for a Toursit visa interview at the mumbai consulate next week. Today they submitted their original Visa documents at the VFS office counter. Strangely, the VFS guys asked for 200 Rs for their bus service/ complementary beverage on the day of the interview.
My dad actually paid the fees and submitted the documents.

Has anyone heard about this? I have never heard about this service by VFS?

This fee is necessary only if you use this service, eg park at vfs center and use their bus to get at embassy and buy refreshments from them.
