Very urgent--please help

HellO All,
Iam Prakash and iam on F1 visa now. i have completed my first sememster in the university here. I want to convert my visa from f1 to h1b.
I heard that even I get my visa approved, I cannot work until after october 2005 according to INS rules. Is that true?
Please help..I really need the info urgently and that would be helpful.

You can't work until october 2005 even though your case gets approved before hand.
