very junior question: when is LC reference letter needed?

I know it is not needed at LC phase 1(local state labor dept). Then, it will be needed at LC stage II(regional DOL) ?

will it be needed at 140 stage?

What kind of reference letter you are talking about. Do you mean experience letters from previous employers? You don't need that letters until you file 140.

Yes - (I assume your are asking about Job ref.letter)

Yes, it is previous employer exp letter.
