Very Confused !!!!

My I-140 was filed in EB3 but my EAC number is:
EAC0228 ....... I am unable to locate the post which
had some info about this numbering scheme. Should
my EAC start with 03 instead of 02 as it's EB3 ????

02 is fisical year in INS. 02 is from Oct 01, 2001 to Sep 30, 2002.
Next three digits are days from the start of the fisical year.

Is it the Fiscal Year or Calenday year? INS's fiscal year starts from Jan?
