Vermont Transfers Cases To Nebraska

" ON DECEMBER 20, 2003 , WE TRANSFERED YOUR I 485 application to Register Permanent Residence or to adjust status to an office in Lincoln, Nebraska for processing. That office will notify you when theu take action on your case. You should recieve a notice informing you that your case has been transferred to a local office."

I live in the detroit area and my company is in the NJ area. Can some one please help me to understand :

1. What does the word local office mean ?
2. Does it by any chance means the local office is detroit?
3. Does this mean that Nebraska will send the I 485 application to detroit?
4. Does this mean that the processing will be done by Nebraska as a fresh case from now as my case has a;ready been in vermont for more than one and half years.
5. Does the word local office mean Nebraska and it has nothing to do with detroit.

Has any one gone thru similar kind of situation. Has any one heard of such transfer of cases from one service center to another and any reason known for doing such transfers.
 
This may not be direct answer to your questions, however here is my (similar) situation:

I have filed the I-485 in NSC (RD Oct 2001), and we relocated to TSC area. When I called INS national customer service for address change, I was told my case MAY be transferred to TSC.

I have seen instances when a person is living in a particular service area, but got I-485 approval from another service center.

My 485 is pending at NSC. Now I am in process of accepting a new job in Texas. I was worried that my file may get transferred to TSC. When I consulted an attorney, she told me that my case will not be transferred. It was filed with NSC and NSC should process it.
I hope she is correct.
 
There are not following any uniform rule on these transfers. I have 2 friends who live west coast and applied the I-485 in VSC as their company HQ was in NJ. Both of their cases did not get transferred anywhere. I have also seen cases where they transferred cases to local offices when they changed addresses.

We should not always blame USCIS for not following the rule. They are willing to follow the rules. But unfortunately there are no Rules or Regulations or Standard procedures, which they can follow. ( I am a VICTIM of this)
