Validity of the passmark?

It was mentioned in CIC website that one should score minimum 67 marks to apply in skilled worker catagory. CIC changed from 75 to 67 in oct 2003. Does any one know, how long this "67" passmark will be in effect? Is it a permanent change? Is there any chance they revert back to 75?

My self assesment has yielded 74 marks. I would like to apply before they revert back. Appreciate your help.

Apparently the Canadian government has the ability to asses applications retroactively. For example, if you currently score 74 points and you submit today, and they raise the points requirement to 75 tomorrow, they can deny you.

Most lawyers that I have spoken to though seem to think that this is an over conservative approach. I have seem others however, saying the Canadian government _can_ and _will_ implement this.
