validity of labor certification

How long is a labor certificate valid. I have an approved labor certificate valid from march 2002 which I never used because i was going thro NIW.Since my NIW is stuck for more than 2years at uscis. can I start a new 140 using my labor certification for CP.
any thoughts .

to the best of my knowledge, labor certification don't have a validity date. As long as there has been no I140 pending/approved based on this LC you can file another one.
