Valid reason for applying reentry permit?

I was wondering what are the examples of valid reasons for applying for reentry permit to put it in the application. Can one apply for one even if the reason is not job or school related, say vacation? Also, is the permit always valid for 2 years or is it based on the length of stay you indicate on the application?

Would INS accept pretty much any reason or it has to be something that needs a proof?

Does people usually apply on their own or use lawyer for applying the permit? The form seems pretty simple to fill in...

Just a thought. Any comments will be helpful.

because he can not get a passport form his howm country?"
One answer provided is that you can get travel docuemnt
(re-entry permit) by just writing down the reason that
you plan to stay outside USA fo 2 years even if you
really just want to stay for 1 months.
