VA sponsorship of H1B

Hi- I was wondering if anyone knows whether the Veterans Affairs hospital is responsible for payment of H1B sponsorship bill (fees plus cost of preparing the application) since the application is actually coming from the VA and not the physician-has anyone in any other VA had any experience which confirms the payment source (VA or the physician).Thanx
 
I would think it is the other way around:
- The employer pays for the I129 (+ the BS re-training fee).
- The employee pays the H1 application fee (with the DS156) when he applies at the consulate.
- I don't think that there are rules as to who pays the attorney if one is involved (some universities have someone in their legal or international department fill out the H1b stuff, the VA might do the H1bs in-house as well)

Thank you MDGUT and Hadron for your prompt replies-as a follow up do you know if any VA currently does the applications "in-house"-our VA here asks us to get the documents prepared and then they sign off on them (since they are the petitioners).In addition they do not allow Attorney representation G28 form to be signed (even though that attorney has filled out the application) stating that the government can't have the attorney as its representative. So to me it sounds, I do the leg work and pay for the attorney and bring it to their desk to be mailed out on their behalf! If I could quote them a VA that did these "in-house" then it would be a tremendous help.Once again, thanx for your input
