Usually, what does a change of service center signify?

My mother recently traveled a few weeks ago. Before traveling, she received a letter from USCIS notifying her of a change of location in her I-130 relative petition for me. The petition on my behalf was filed 3 and a half years ago.

My mother will be comming back soon, and I was just wondering what a change of location means. Does it mean that I now have a visa number, and when my mother comes back we can begin filing for work visa, travel permit etc.. and my adjustment of status?

Many I130 petitions from TSC and NSC are transferred to CSC for processing. Probably because CSC has additional resources to work on such cases. There have been some postings in this forum on such transfers. You can follow CSC processing timeline on USCIS website for your type of case to get an idea about processing times.

Availability of visa number is a different thing than processing/approval of I130. Please check visa bulletin on State department website for availability of visa numbers. After I130 approval, you will be able to file I485 etc. when a visa number is available.
