USPS unable to track N-400 application

I mailed my N-400 application using USPS's priority mail with tracking option. I can see that it has reached Phoenix but not necessarily to USCIS P.O. box. It's been nearly 6 days from the day I mailed it.
USPS customer service doesn't have any information and have asked me to file a claim.

I didn't include the form which would generate email notification along with my application. I will see if the check clears next week or call USCIS to see if they received it.

In case it turns out that application is in limbo i.e. neither USPS nor USCIS know its whereabouts, I am planning to send another application. My questions is, should I put stop payment on the first check? And should I mention in my second application that this is a resend?
 
Putting stop payment on the check & filing a second one is your option. But, I would way for two more weeks before doing so because, USPS delivery confirmation/update is always worst.

In case you happen to send the 2nd one, send it through UPS and make sure to get 'delivery confirmation with NO signature required'.

It's too soon to get concerned. Wait another week or two. Sometimes USPS is just slow with their tracking system, or a piece of mail gets delivered a bit late.

USCIS receives thousands of applications every day. They are delivered to a mail box and I don't think there is a USCIS guy who signs every package and that every package gets scanned before delivery. Have patience, it is highly unlikely that your package is lost.
 
Today USPS returned the envelope in my mailbox. It's stamped "Refused. Return to Sender". I have no clue why USCIS has stamped that (or as to even who stamped that). It was sent to following address precisely. The envelope doesn't appear to have been opened.

Has this happened to anyone before? I had mailed it by priority mail and had postage calculated by the clerk. Argggh !

Perhaps they delivered it to the wrong address, and the person or business who received it refused it.

I was just about to reply :-) I just verified M-476 and the address is indeed correct. I am planning FedEX it using "non-courier" address.

Why? If you send it by Fedex it should be to the courier address specified in the N-400 instructions.

Note that M-476 is not where you should get the address from, as that might not have the latest address. The address should be taken from N-400instr.pdf, Rev 04/05/10.
 
Seadull, the most up-to-date addresses for submitting N-400 are given at the USCIS instruction page

Use that instead of M-476 which may have out-of-date address instructions.

appears to be correct.

My guess is that the package was returned because you had requested signature confirmation upon receipt, which USCIS does not do for the P.O. Box lockbox address. As Jackolantern said, if you intend to re-mail your application using FedEx, you should use the courier address:

Guys, my bad. I indeed meant to say "non-usps" address (Fedex) the second time. My hunch is that first time, postage might have been calculated incorrectly. I'll verify this next week by visiting my local USPS office.

On the brighter side, I am getting the opportunity to attach form to receive email/SMS notification.

Jackolantern, Baikal and other veterans. I have been observing your posts over the years and I am amazed how uptodate you are on many immigration issues. The lawyer I went to charged me $225/hr for information which was less accurate and not-so-comprehensive compared to what I get here. Granted, that you add disclaimers that "I am not a lawyer ..." but have you considered getting a degree in law?
