Using Labor advertisment for another candidate

I have a question on the advertisement for Labor application?
As an example say my advertisement has to be advertised for 3 months in the newspaper before the file for labor and someone else joins right about the time when my 3 months is getting over, then do they have to keep the advertisment for 3 additional months for the new guy or can they club it with mine since our job descriptions match and mine has already been filed for 3 months.
 
True, but the question I had was in my case I had to wait 3 months since the advertisment had to stay up for that time before I became eligible for labor, in the other person's case could they file his labor at the same time that they are filing mine since they have kept it up for 3 months in my case or do they have to also wait an additional 3 months before they file his labor to satisfy his requirements to file labor?
 
Couple of points:

1) Advertisement is posted in print media for job position not for the beneficiary. Usually it's tailored according to beneficiary qualification/education but still it’s for job.

2) One of the requirement for RIR is that employer is actively trying to recruit candidates. So, if advertisement is already placed and it’s running for couple of months, employer can file LC for anyone who fits in the profile. Employer is not required to wait for three months.

3) There is no wait time before one becomes eligible for LC petition. Only requirement is active recruitment effort from employer for stated position in last 6 months. As long as this condition is fulfilled, employer can apply for permanent labor.
