This has been discussed before too many times. Bottomline is: It depends on the officer who is looking at your case. Some officers are very strict and expect an affidavit to be presented in lieu of a missing or unavailable birth certificate along with the Non Availability Birth certificate from appropriate authorities if applicable. On the other hand, some officers accept copies of passport or DL or any other legal document with your birth date on it as sufficient proof. Some have got lucky by submitting what you did, and some (including myself) got RFE and were asked for more proof like NABC and more supporitng evidence.

It is clearly mentioned in the instructions of the forms as to what needs to be done if a document is not available. Pl read them.
