Use EAD before I140 approval ?

Hi,

I filed I485 concurrently with I140 in April 2003. Both my wife
and I got EAD now. But my I140 is still pending at TSC. Is
it safe for my wife to work on EAD? I heard CIS do
preliminary process of I140 before issuing EAD for concurrent
filers. So does that means most likely my I140 will be OK? Please give your kind advice.
 
Irrespective if the 140 status , if USIS has issued an autorization to work , then why not.
However I was also told that they do preliminary verification of 140 before issuing EAD.
