USCIS will honor the receipt date?

What does USCIS mean when they say this:

USCIS will honor the actual date that an application was received in our mailroom; this date will be indicated on the receipt (in the Received Date box) when Form I-797, Notice of Action, is mailed.

Does this mean that all applications that were delayed because of the increase in July will continue to be processed at the "normal" speed once the NOA is issued? If so, that would be good news. I'm all done with my citizenship, but my parents recently got their NOA and they applied end of July. I'm just hoping that the rest of the process will be normal, and not delayed.

I'm confused about what they actually mean. Can someone please explain?

This is mainly for those wanting to maintain status in the US and for PD purposes for those filing applications where the visas are limited, e.g., employment based green cards.

So people will wait three times as long to receive their interview letters etc., just like the NOA?

Absolutely.

The front log will become a backlog as this huge pile of applications goes through the system. Delays at all places including FBI name check will result. Interestingly N400 applications have been given the lowest priority. The EAD cards and then 485 application have been given higher priority.

WOW! If that's true it will create chaos. Good thing I'm all done, but my parents are still in the process of becoming citizens. Friday (10/12) is their Biometrics appointment. Thank God the Albany DO is one of the fastest DOs.
