USCIS says missing documents - we say not so.

My company filed MTR (motion to reopen) on my denied I140. However, the MTR was also denied as the USCIS says that there was missing paperwork in our application, a W2 and a detailed job description. These were two of the most important documents and we are 100% certain that they were included. How do we prove that they were in-fact included? Our brief included references to both pieces of paperwork. It is USCIS word against ours, should we now file another MTR, this time a motion to reconsider and send the documents again?
 
Good luck... we had a similar situation on a PERM case where they said we didn't submit some documents, yet they are right their in our copies. You can't really get into a he-said-she-said with the government, as it's doubtful they will ever admit they are wrong. We ended up starting over, which is what I'd suggest you do as much as it stinks.
