USCIS - Processing time moved back

I recently checked Processing time of N-400 applications at couple of fields office (Atlanta, Detroit). They all moved back to 2008. It used to be 5 months. Does this mean it is going to take lot longer to process citizenship applications?

Processing time in my DO have changed as well. But I tend to think that will actually make N400 move faster as DOs will try to get back within the 5 months average processing time.:)
 
A couple of recent timelines say otherwise. People are getting naturalized in 4 months or less in ATL so I am not sure what the regression means.
