Looks like it is business as usual for USCIS inspite of retrogression:

* Approvals = Pending for the month + Receipts for the month - Pending for the next month
This figure may include some denials too!

Between May and October of 2005, average monthly receipts were closer to 55K to 60K mark (EB3 was in retro then, not EB1/2). Currently, they are hovering around the 45K mark (past 3 months).

Does it mean retro reduced receipts by 10K per month only?

Your assumption sounds reasonable if we go by the law of averages. EB3 visas became unavailable from July 2005 to Sep 2005. Eventhen the average monthly receipts were around 55K to 60K. By adopting the retro technique, USCIS seems to have successfully reduced the monthly receipts almost 10K per month!
