Recent developments prove that the USCIS is one of the most incompetent agencies on the face of this Earth. They introduce reckless short term policies without proper planning and when things start going south, they make poor immigrants pay the price. Basically the USCIS is a big water pipe with several holes in it. The policy makers at USCIS only have one piece of tape (RED TAPE) that can be used to cover any one hole at one time. What they do is randomly take that tape and put it over any one of the holes. The other holes keep leaking and infact get bigger over time. When they realize this they take that tape and put it on the biggest hole. So at any one time only one hole is plugged. When USCIS finally realizes that the pipe is going to burst, they stop the water supply to the pipe. This is exactly what has happened.

What I am trying to say is that the problem we are now facing has been created by USCIS. In order to get the approval dates to within 6 months they let their centers go on an approval rampage without any regard for PD or RD even. People were getting their GC within 6-9 months in 04 and early 05. They sped up the 140 process so much that people started getting those approved in weeks. Now what has happened is that there are thousands of approved 140s with PDs in 01/02 waiting to file their 485s while the USCIS has used up all the visa numbers by approving 03/04/05 cases. The PERM process has lead to faster LC approvals and the backlog centers where the old LC apps were shifted have also started to approve more LCs. A lot of cases in the backlog centers are 02 and 03 cases. The USCIS is now faced with the reality of thousands of approved 140s without a proper plan of handling their 485s. So what have they done. Just stopped processing 485s altogether. The water supply has been shut my friends.

Some people got lucky because their cases fit in nicely with the reckless policies of the USICS. Most others got screwed for no fault of their own. Its sad but true ...
