Looks like the future USCIS will be able to retain fingerprints longer than 15 months, through a sophisticated enumeration process. Maybe they should give Google a call to talk about data management? 
So instead of giving your 10-prints again, now you'll only have to give 2-prints "for validation". Welcome to the 21st century.
