In late 1990's, When you mailed USCIS an application for anything..it took them almost a month to send out receipts..Things changed in 2000 and years after when receipts were mailed in a week. Last year when I applied for a RTD, they mailed me the receipt in 4 days..
How things have changed. USCIS got my application for RTD on April 14th, 2005 and today they cashed the check..roughly 12 business day after..So once I get my receipt end of this week maybe..it will be 3 weeks...USCIS is back to its old ways..looks like!
Also getting a RTD was faster than a Rentry permit..That was the only luxury us without a GC had..but guess they took that away from us too because Re-entry permtis have shorter wait time than RTD..
I guess creating the new "mean" looking green document created more trouble than thought ...
