USCIS inquiry

How long does it take to get a reply back from USCIS to the inquiry that was legally filed? They said I should expect something in 30 days, but do they normally keep their promise?

I am waiting for DUPLICATE copy of RFE from July 13. (We called customer service on July 12 & they told wait for 1 month)
