That states to achieve the goal by the end of FY 2004. So lets hope they keep up to their statment

They mastered the fine art of communicating something without saying it. It got me too at first. Read again, they will achieve the goal in 12 out of 33 ASC's, possibly in the states of Idaho, Wyoming, N and S Dakota.

You may misunderstood what they meant. They did not mention a word about I-140 and I-485
