USCIS asked to fill I-129B to file a motion to re-open my file

USCiS denied my F1 saying insufficient funds to support my eduction, however they gave me an option to motion a file by submitting I-129B with a fees of $630 with additional proof.
Do I need to go through lawyer or myself can file it?
Anyone knows how much time it generally takes to process after submitting the form?
