USC Travel without US Passport

My one very near relative (USC) have to travel to Pakistan for some urgent need.

My question is his US Passport expired 2-3 years ago, his foreign (pakistani) passport also expired. He can renew his foreign passport in 1 day for this travel, but if he keep his Certificate of Citizenship, will he see any problem comming back to USA?

Please advise if any other alternate path available.

This is the wrong forum. This is for TN status, not USC. Simply you MUST have a US passport if you're a USC to get back into the US. The certificate will not suffice. He had better start trying to get his US passport, it's a long wait for them now...
 
i believe he cant even board the plane without an valid passport. if he is USC he can simply apply for an expedited passport and he should get it in a short time.
 
the expedited service is offered by National Passport office, which you can have a passport on hand within 14 days.

IN my case as it was life/death situation, I finally expend 3 hours to get the appointment and they deliver the passport on next day.
