USC (OUTSIDE THE US): can sponsor Fiancee (K3)?

I am a US citizen, living in Canada with my fiancee.
We want to relocate to Washington State which is a 20 minute drive from our Canadian residency.

I am looking at the Fiancee Visa and want to know can I initiate the process from outside Canada?
Or do I have to be resident in the US before I can petition for my fiancee?
