2 of my nieces were born in US, parents (who didnt know) never claimed US citizenship. My nieces left the us 13 years ago with pictures in the mother foreign passport.

I was able to obtain birth cerficate + social security numbers bor both.

is it too late to claim US citizenship after 13 years?
what is the next step?

born here means or equas US Citizenship.- No need to reclaim anything that has not been lost. Just tell them to go to the passport agency with them or the consulate and get a US passport with the birth certificates.

means consulate by US Embassy or Consulate on the country they are residing.-

They can go to the nearest US Consulate to get their US passports, as they are US citizens. As long as they have social security numbers and birth certificates, they will be fine.

thanks for your input, I was little scared to find out may be that it was late.
I will advised them to ASAP to a US embassy.

A birth certificate is always considered proof of US citizenship, irrespective of the age of the holder.
