1. do i need to make an appointment at delhi?
No appointment necessary. However, I recommend emailing them at INS.Ndi@dhs.gov and confirming that they are OPEN and available to accept DCF applications on the date you are planning to go. Also confirm the filing fees with them (take USD cash, small bills so they can make change if needed).

2. what documents i need to bring or show besides I-130
Again, you should email INS.Ndi@dhs.gov and confirm what materials you should bring. Most people do DCF for their spouses, paperwork for parents might be different. I would guess you would need things like passports (yours and your parents), naturalization certificate, NOTARIZED/CERTIFIED birth certificate with your full name and your parents full names, family pictures, any other affadavits showing family relationship, I-130, G-325A (1 page for each of you) with a US visa photo (50mmX50mm, front facing).

3. how long is the process at New Delhi.
It will take 4-5 hours. Be prepared to wait on line. Take hand fans and some bottled (sealed) water. You can carry cellphones in (they will take it away and return it to you). Don't carry any sprays/perfumes/food. If your parents cannot stand up for very long, ask INS.Ndi@dhs.gov if any seating/alternate arrangement can be provided for them while you wait on line.

4. my parents need to be there with me or i can go myself.
Your parents need to come with you.

after i file for I-130 how long should it take for the interview for my parents
This depends on your local consulate (mine is Chennai for example). Most consulates will send the interview letter within 2 months, the interview will be scheduled for one month later. For example, my husband will be receiving his letter on June 16. His interview is scheduled for July 26. We went to New Delhi on April 11.

6. last question is i am filing for my dad from india and my mom is already in USA since 2000 so i already file for her from USA u think Consulate over here might ask my dad anyquestions regarding that issue.
Well ask your dad not to volunteer any information. If they ask he should be honest. I don't think it will cause any problems. If your mom is already in the USA (with a greencard I assume), I don't think she needs to come to New Delhi. It is sufficient if you and your dad go. Only the petitioner and beneficiary need to go. They have limited seating so they may not even allow extra people inside.
