USC father petitioning GC for son

A quick question on behalf of a friend: Where should a naturalized USC father residing in the States file for GC on behalf of his son (25 y.o.) residing in his country of nationality, at a consulate in the country of the son's nationality or at a local/national USCIS office in the States? If either option is acceptable, which is preferrable in terms of processing dates? Thanks for your help.
 
Is it possible for USC's to do consular processing for GC for their children, as it is for spouses? Anyone?

Do their dependents (e.g. spouses of children) become part of the applicaiton process?
