US visitor visa for a new Landed Immigrant

Do you know if they are really strict when issuing US visitor visa to Landed Immigrants in Canada? Is this something like India or are they much relaxed here?

The person in question is a new (1 month old) Landed Immigrant from India. Still looking for a real job and meantime doing baby sitting. What are the possibilities of getting a visitor visa for US?

Or, is this person better off applying for a US visitor visa from India?

Any help will be appreciated.

Don't think its a good idea

One of my friends tried to enter the US within 2 weeks of his landing and the INS officer told him that he can't enter vefore 6 months of his landing and they also need evidence that he will return back (means a job in Canada).

Thanks for your answer. You say "tried to enter" which seems like you are talking about time when visa was not required. Can you confirm this?

Even if that is the case, I would think that US consulate in Canada would follow pretty much the same rule for issuing visitor visa. They would want the person to be landed-immigrant for 6 months or so and have a good job.

Anyone else have any experience regarding this? Would it be better if this person tried from India?
