US passport or not?

Does a new born baby of GC parents have to get US passport?

On the other hand, if the baby takes non-US passport now, what happens if he/she grows up and decides to stay in US or maybe immigrate to US (yeah, we never know)?

So say if the baby is listed on non-citizen parents' passports, does that mean the baby has given up the US citizenship? and what happens when the baby grows up and decide to come back to the US and become a PR or citizen of US?

This 14-year upper limit has anything to do with the child being
a US citizen or a general idea that a person>14 must have
his/her own passport?
