US Immigration mixup w/I-130

My US Citizen friend applied for immigration for her spouse in February. All papers are submitted as per their requirements. It is now stuck at one step in which they are asking for marriage certificate (Nikah nama) in native language. She also indicated that she and her spouse are both hindu and their marriage ceremony was performed as per hinduism. She went back and forth 3 times sending information indicating that the marriage certificate was issued in English and NOT native language of gujarati. She even got the letter from the marriage registrar back home indicating that the marriage certificate was issued in English. Everytime they send the same letter with the same requirements. What can she do to get her petition move forward?
 
So the original marriage certificate is already issue in English never was in the native language right?

Can your friend ask for another original copy from the Consulate so they can send that original (keeping the other one) so they (USCIS) can realize that the original already is in English? or if the Consulate can make you an official letter statying that in India some marriage certificates are issue in English and not in the native language?

Hope that gets solves, definetly the person in charge of yours friend's case is thinking that they are sending a translation over and over again when there is no need of a translation.
