US Entry denied with valid H4 visa

Hello- My H4 dependents daughters and wife were denied entry into US from Niagra falls land border even they have valid H4 visa. The verbal reason provided is that principle applicant should bbe in US or should accompany the dependents.
I am stuck in Security clearance for my H1B 7th yr extension in Toronto.

Gurus: Is it ok to retry again with a valid reason that H4 dependents will leave the country with in 6 days as they already have confirmed flight and ticket from US to overseas????????

I don't think there is a way to do that, since the H principal is not in the US, if your daughter want to visit the US for 6 days they have two options: 1. wait for the H principal to arrive into the US or get a tourist visa.
 
I hope your situation improved since then.
It is not clear to me as to why you were stuck in Toronto? Since your dependants had valid H4, I am asusming you also had a valid H1.
If there was security clearance check going on you could still haev entered US on your valid H1.
Or were you stopped entering US?
