My friend is planning to apply for US Passport. I can read on http://travel.state.gov/passport/eppt/eppt_2498.html that USA is planning to submit new e-passports. Is USA currently started to issuing it? Maybe I should tell him to wait a few months? He is not leaving anywhere now, but next summer.

i would suggest your friend to get the passport now. after all, you can use the passport to prove the US citizenship rather than show the nat. cert.
