US Citizen Trying to Get Sister a Green Card.

Here's some background:
-Both parents are residents.
-I was born in Houston, therefore a US citizen.
-I'm 19, my other sister is 24.
-While my oldest sister was born in Mexico, my other sister and I were born in Houston, Texas. My parents are both residents, and my sister was in the process of getting her residency when she lived here. My parents had already been called for their last appointment for my sister to finish her residency process, but somehow (I really don't why) they missed as my dad somehow convinced my mom to move back to Mexico, therefore my sister didn't get her residency. Now my sister is 28, married, and has 3 kids. I know that makes it a harder and longer process for her to get a green card, but I want to know if the fact that she already went through the process there was a shorter way. I'm really misinformed, so I'm sorry if my question or background information is a little unclear.

Can someone please give an estimate of how long will this process take? And can we do this with my 3 nephews?

You need to be 21 to file for a brother or sister. So you can't file for her at this time, but your 24-year-old sister can.

The sibling category currently has a 17-year wait for those born in Mexico (see category F4, http://travel.state.gov/visa/bulletin/bulletin_6168.html). However, if her husband was not born in Mexico, she can use cross-chargeability to be treated as coming from his country, which would reduce that to a 12-year wait if he wasn't born in Mexico or the Philippines.

Her old abandoned green card process will not make anything faster for her next green card application.
