US citizen to sponsor his father, but living overseas

I am US citizen, but I currently don't live in the US, but I live in my home country in Europe. Can I sponsor my father fro green card (he lives in the same country), without currently living in the US? I am not planning to go soon to the US, but my father wants to go there without me (he has enough money to support himself). In the I-130 petiotion I need to give my current address and the address where my father intends to live. If I give me out of the US address would this disqualify us?

In short, no you can't.

You must have domicile in the US. The purpose afterall of the family immigration process is to re-unite families.
 
Is this written somewhere in a law that I need to have domicile in the US? How about if I want to get my family member green card so we can go together to the US? Do I need to go first and then start the process?
