I know USCIS is very behind processing i-130 based of petition of brother/sister by US citizen. I think it's about 5 years from the receipt date.
The question is, does USCIS honor the "receipt date" as PRIORITY DATE when i-130 is finally APPROVED (after 5 years) or they issue approval date as PRIORITY DATE?
example:
ND: APRIL 12, 2001
APPROVAL date: May 2007
PRIORITY DATE is?
