US Citizen Marrying in India

A friend of mine has gone to INDIA go get married, and he was told by the consulate there that in order for him to file I-130 for his spouse he has to have lived in INDIA for countinous 60 days, before he is allowed to file.
What is this rule? The only information I have is what I just told you guys ... I need to know more about this, does anyone have more information about this rule. As far as I know, it went into effect June or July 1st, 2004

It's called Direct Consular Filing or DCF...

Go to the last few pages to get the latest info - our moderator Rahul recently posted his experience...

It's not the ONLY option, the regular option of having your friend come back to the US and file the I-130 (and I-129F if you want) from here is still possible, it will just take longer than the DCF...
