US Citizen applying GC for siblings

Hi:
I am trying to apply GC for my siblings, I have tried search through the archive, but was not successful, not sure how it works.
Anyway, anyone can point me to some web sites or links on how to start? Any rules on the sibling's children?

One more question, If I apply I-130 for my siblings, the consulate in their resident country will be notified and they can no longer apply for B-1/B-2 visiting visa?
 
Read the following document for guidance:

If you apply for I-130, and subsequently they apply for a visitor visa, they will have to answer YES to the question "has an immigrant petition been filed on your behalf?"
and most likely they will be denied a visitor visa. Providing false answers on visa application triggers automatic permanent bar from getting any kind of visa.
