US Citizen applying for foreign spouse???

I am a US citizen and I just got married. My wife is currently in Croatia and I need to file I130. In US, I have two residences: one in NYC and one in Chicago.

Few questions:
1. What residence should I use in my application? What service center will be faster?...one responsible for NY or the one responsible for Chicago area?

2. How long should it take for the consulate in Croatia to get the notice from the date I file I130?

Any information or past experiences are greatly appreciated.

Usually you would file with the service center responsible for your primary residence. i.e. the one covering the state that issued your drivers license.
