What a US consulate can do, US embassy can do it too. There should not be any problem. But they can help on only the issues related to your US LPR status (e.g. you lost your green card).
But regarding your passport, you need to contact your native country consulate/embassy. Probably in one of the neighboring countries.
Also you need to find out if there are any other indirect channel available. For example, Iran and USA do not have diplomatic relationship. As far I know, Pakistan embassy in Washington DC helps in Iran's issues and Swiss embassy in Tehran helps in US issues.
