I am planning to travel to India via UK. My H1B stamp expired sometime back and I have my H1B extension papers. I am planning to get my H1B visa stamp during my trip to India.

Since I am travelling through UK without a valid H1B stamp, I decided to look up the requirements to get UK transit visa at http://www.britainusa.com/visas/articles_show_nt1.asp?a=41200#VIT

I found the following section in the site where is asks for "evidence of permission to re-enter if you are returning to the US". Since I am not going to get my passport stamped with H1B till I arrive at India, does this mean I cant apply for UK transit visa (also meaning I cant travel through UK at all)?
