Urgent Q: B-2 visa for spouse

Hello Guys,

My case:
My wife was rejected for her F-2 visa (insufficient funds in my bank a/c) in March 2006.
Now since the next available date is in Oct'06, we are planning to apply for her B-2 visitor visa , so that she can attend my graduation ceremony.

Can anyone advise, if it would be advisable to apply for her B-2 visa?
or
it is better off applying for a H4 visa (which again will take longer than Sep'06)

B2 dates are even further. If eventually you are moving to H1 you should wait till she can join you on H4
