Urgent, please help

my friend has applied for regular labour certification (NON-RIR) from newyork in April 1999. He has not yet received his approval. His 6 years on H1B will be completing in 8 months. What options does he have now?
Is there anybody in same boat? Did anybody near to his PD date got labour approval? Please share your thoughts.

If his labor has been processed more than a year, he can get an extension of his H1-B even though he is up to his 6-year limit on his H1-B.

Well he should also file his rir labor in the same employment based category (EB2 or 3) . The NYDOL is taking a lot of time to certify the cases recieved from SESA ny. SSo even if he gets the LC from SESA and the case goes into detailed review, it could take anywhere from 6 months to 1 year.
This is a big catch as the case after going through sesa gets stuck in NY DOL. When the RIR case comes up the SESA will ask u which case u wish to withdraw . Take the decision at that time. BUT BEWARE OF FEDRAL LABOR CERTIFICATION . if your case is put in detailed review , you will be stuck for another 1 year or at least 9 months. I was you I would also file for canada immigration too.
