URGENT: Please help : H-1B (MS) from OPT

Hi Friends,

I'm working in a company using my OPT. I have finished my MS course work but still need to finish my project work to get MS degree certificate and also certificate of completion. My OPT expires in 6 months. Can I apply for H-1B (For Advance degree holders) based on complete course work OR do I need to get MS degree by finishing project work and then apply for H-1B (For Advance degree holders) ? Please let me know as I don't have much time left.

I appreciate your help.
 
As far as I know, you need the MS if you are applying in the 20000 quota, but right now, there are visas available in the regular 65000 quota. You can apply for that without completing the MS.
